 Illinois Lead-based Paint Hazard Reduction Program

In January of 1995, HUD awarded the Illinois Department of Public Health (IDPH) almost six million dollars in lead hazard reduction funds. The Building Research Council has become a partner with IDPH along with the Illinois Department of Commerce and Community Affairs (DCCA) and the Illinois Environmental Protection Agency to help reduce lead paint hazards in about 500 low-income homes in five target areas in Illinois. 

Within each target area, zones with elevated high-risk lead hazards were selected based on housing age and poverty information. Local communities were asked to market the program. 

DCCA then administered a statewide lead hazard fund for use by qualified low-income households. 

After that, free lead-based paint testing, free blood lead testing for young children, free or low cost lead paint hazard reduction and weatherization services, job training and employment opportunities were offered. 

The Building Research Council is assisting IDPH in data analysis and overall program management.
